Earlier this year, Justice Lab students Wesley Stevenson, Kelsey Grimes, and Sela Cowger, in collaboration with the Youth Sentencing and Reentry Project, began to investigate Philadelphia’s practice of billing families for the cost of incarcerating their children. The students’ efforts caught the attention of the Inquirer, which ran an in-depth article on the practice, with quotes from student Wes Stevenson and Clinical Professor Colleen Shanahan.
