Professor Heath previously practiced international law and arbitration at the U.S. State Department, and at Curtis, Mallet-Prevost, Colt & Mosle. He has represented governments and state-owned enterprises before the International Court of Justice, the Iran-United States Claims Tribunal, other international arbitral tribunals, and the federal courts. His work at the State Department also included bilateral claims negotiations with the Republic of Cuba, matters relating to embargoes and economic sanctions, and U.S. court cases brought against foreign governments by victims of terrorism. He also served as a clerk to Judge Robert D. Sack of the U.S. Court of Appeals for the Second Circuit.

Professor Heath’s research has appeared in the Yale Law Journal, the Northwestern University Law Review, the Harvard International Law Journal, and the American Journal of International Law, among others. He holds a J.D. and LL.M. from New York University School of Law, and a B.A. (Philosophy) from the University of Texas at Austin. From 2018 to 2020, Professor Heath was an Acting Assistant Professor of Lawyering at NYU School of Law.

Prior to joining Temple University Beasley School of Law, Professor Purvis was a professor at Penn State Law and visiting assistant professor at the University of Illinois College of Law. A former editor-in-chief of the Yale Law Journal, she clerked for The Hon. Gerard E. Lynch, U.S. Court of Appeals for the Second Circuit, and The Hon. Raymond C. Fisher, U.S. Court of Appeals for the Ninth Circuit. 

Professor Ramji-Nogales’ current work in scholarship and in practice focuses on contemporary challenges to asylum and refugee law in the United States. Most recently, she has published on the failings of border infrastructures and litigation as border governance. Professor Ramji-Nogales has also written on race, national security, and immigration and on solidarity, migration, and law. In 2021, along with her Georgetown University co-authors, she published a book entitled The End of Asylum examining the history of the U.S. asylum system, describing the first Trump administration’s attempts to destroy that process, and offering suggestions to rebuild our asylum program. Professor Ramji-Nogales recently published an article assessing changes to the asylum process under President Biden and two short pieces (here and here) critiquing the second Trump administration’s efforts to undermine international refugee law.

Professor Ramji-Nogales also writes on global migration law, a field of study that she has developed along with colleagues in law and other disciplines. Her work in the area focuses on forced migration as well as the intersection of immigration and international human rights law. Her publications explore international migration law and its role in constructing migration emergencies as well as its failings in addressing climate migration, and critique human rights law as insufficiently attentive to the interests of undocumented migrants. Professor Ramji-Nogales has also written on the situation of forced migrants under international criminal law and international humanitarian law.

Along with her Georgetown University co-authors, Professor Ramji-Nogales has published several quantitative and qualitative studies of the U.S. asylum system. Their first book, Refugee Roulette: Disparities in Asylum Adjudication and Proposals for Reform, was the first empirical study of decision-making at all four levels of the American asylum process. Their second book, Lives in the Balance: Asylum Adjudication by the Department of Homeland Security, provides an in-depth examination of the first level of that process, enriching its quantitative findings with interviews and surveys of asylum adjudicators. Both works offer suggestions for systemic reform.

In her earlier work, Professor Ramji-Nogales explored questions of process and systemic design in the transitional justice context. Her work in that field suggests that existing efforts are under-theorized and inadequately tailored to local contexts and offers a pluralist theory to guide future transitional justice projects. As a Senior Legal Advisor to the Documentation Center of Cambodia for nearly thirty years, Professor Ramji-Nogales has authored several pieces on transitional justice in Cambodia, the lessons of which inform all of her work in the field. She is also the co-editor of Bringing the Khmer Rouge to Justice: Prosecuting Mass Violence Before the Cambodian Courts.

Prior to joining academia, Professor Ramji-Nogales practiced law as a Staff Attorney at the American Civil Liberties Union in New York and as an Associate at the international law firm Debevoise & Plimpton. She was previously awarded a Robert L. Bernstein Fellowship in International Human Rights to create a refugee law clinic at the University of the Witwatersrand in Johannesburg, South Africa. Professor Ramji-Nogales received a B.A. with highest honors from the University of California at Berkeley; a J.D., in 1999, from the Yale Law School; and an LL.M. with distinction from the Georgetown University Law Center.

Professor Ramji-Nogales is a Senior Research Associate of the Refugee Law Initiative of the School for Advanced Studies at the University of London; a Permanent Visiting Professor at MOBILE: The Danish National Research Foundation’s Center of Excellence for Global Mobility Law, University of Copenhagen Faculty of Law; and a member of the Advisory Board of the Migrant Rights Initiative at Cornell Law School. She is a member of the Board of Editors of the American Journal of International Law and a Counsellor of the American Society of International Law, where she has also served on the Executive Council, and was a founding co-chair of the Migration Law Interest Group. Professor Ramji-Nogales is an Immigration Editor at JOTWELL, and served as a founding editor of the IntLawGrrls blog from 2007 to 2018.

Dunoff has served as a Visiting Professor at Harvard Law School, Law and Public Affairs Fellow and Visiting Professor at Princeton University’s School for Public and International Affairs, a Professeur Invité, Faculté de Droit at the Université de Paris 1 (Panthéon-Sorbonne), Visiting Professor at the University of Rome (La Sapienza), Fernand Braudel Senior Fellow at the European University Institute, Senior Fellow at Humboldt University, Visiting Professor at Hebrew University of Jerusalem, Visiting Professor at Central European University, and as a Visiting Fellow at the Lauterpacht Centre for International Law at Cambridge University. Among other activities, he serves on the editorial board of the American Journal of International Law, as an elected member of the American Law Institute, and a Fellow of the American Bar Foundation.

Professor Dunoff’s publications include International Legal Theory: Foundations and Frontiers (coeditor, with Mark A. Pollack, Cambridge University Press 2022), Interdisciplinary Perspectives on International Law and International Relations : The State of the Art (coeditor, with Mark A. Pollack, Cambridge University Press 2013); Ruling the World? Constitutionalism, International Law, and Global Governance (coeditor, with Joel P. Trachtman, Cambridge University Press 2009); and International Law: Norms, Actors, Process (with Monica Hakimi and Steven Ratner, Wolters Kluwer 2025), a leading textbook. Among other scholarly activities, he serves on the Academic Advisory Board of the Max Planck Encyclopedia of Public International Law, and as a general editor of the Journal of International Dispute Settlement.

Before joining the Temple faculty, Professor Dunoff clerked for a federal court judge and practiced law in Washington, D.C., where he specialized in the representation of developing state governments in international and domestic litigations and arbitrations. Professor Dunoff received his B.A., magna cum laude, from Haverford College; his J.D., cum laude, from NYU School of Law; and his LL.M., with distinction, from Georgetown University Law Center, where he has served as a Ford Foundation Fellow in Public International Law and received the Thomas Chetwood Prize for distinguished academic performance.
