{"id":703,"date":"2016-06-22T09:30:24","date_gmt":"2016-06-22T13:30:24","guid":{"rendered":"http:\/\/www2.law.temple.edu\/ejc\/?p=703"},"modified":"2021-11-23T19:09:15","modified_gmt":"2021-11-23T19:09:15","slug":"removing-barriers-people-returning-incarceration","status":"publish","type":"post","link":"https:\/\/law.temple.edu\/ejc\/2016\/06\/22\/removing-barriers-people-returning-incarceration\/","title":{"rendered":"Removing barriers for people returning from incarceration"},"content":{"rendered":"<p>Among the barriers faced by Philadelphia citizens returning from incarceration, unresolved traffic fines and driver\u2019s license suspensions loom large.\u00a0 Unless they\u2019re addressed, these problems can impair the person\u2019s ability to earn a living; and, because the underlying offenses typically date back many years, resolving them can be complicated.<\/p>\n<p>Enter Justice Lab students Aaron Bindman, Zane Johnson, and Dennie Zastrow, who worked with their client, <a href=\"http:\/\/plsephilly.org\/\">Philadelphia Lawyers for Social Equity<\/a>, to develop solutions.\u00a0 The team interviewed stakeholders in Philadelphia, surveyed returning citizens, and researched and spoke with individuals in other jurisdictions.\u00a0 Their report, &#8220;<a href=\"https:\/\/law.temple.edu\/ejc\/wp-content\/uploads\/sites\/11\/2016\/06\/Proposed-solutions-for-improving-the-experience-of-returning-citizens-with-the-Philadelphia-Traffic-Division.pdf\">Proposed solutions for Improving the Experience of Returning Citizens with the Philadelphia Traffic Division<\/a>,&#8221; contains a number of common-sense proposals, including converting outstanding fines to time served or to community service; simplifying Traffic Division materials, and making sure that they include understandable information about the availability of payment plans for traffic fines; educating returning citizens on how to navigate the Traffic Division process; and more.<\/p>\n<p>Aaron reflected on his work on the project: &#8220;It was not until we started talking to returning citizens that we began to understand the magnitude of these problems and the impact our work could have. Every potential employer we encountered required a non-suspended driver\u2019s license, no matter the job. Impossible-to-pay traffic fines and resulting license suspensions were another unnecessary barrier to those individuals returning to society.
