{"id":3700,"date":"2026-10-28T13:16:42","date_gmt":"2026-10-28T13:16:42","guid":{"rendered":"https:\/\/law.temple.edu\/csj\/?p=3700"},"modified":"2026-10-28T13:16:45","modified_gmt":"2026-10-28T13:16:45","slug":"the-power-act-one-year-later-holding-employers-accountable","status":"publish","type":"post","link":"https:\/\/law.temple.edu\/csj\/2026\/10\/28\/the-power-act-one-year-later-holding-employers-accountable\/","title":{"rendered":"The POWER Act One Year Later: Holding Employers Accountable"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Just a few days ago, the city revealed their <a href=\"https:\/\/www.phila.gov\/2026-10-20-parker-administration-adds-three-employers-to-philadelphias-bad-actors-list-for-labor-law-violations\/\">bad actors list<\/a>, which \u201cidentifies local businesses that have repeatedly violated the City\u2019s labor laws and\/or failed to comply with required penalties.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bad actors list is part of the <a href=\"https:\/\/www.phila.gov\/media\/20250819140116\/owp-power-act-employer-memo-2025-08-19.pdf\">POWER Act<\/a>, enacted unanimously by City Council and signed by the Mayor on <a href=\"https:\/\/www.phila.gov\/2025-05-27-mayor-parker-signs-power-act-bill\/\">May 27, 2025<\/a>. Councilmember Brooks proposed the legislation after working with the PA Chapter of the National Domestic Workers Alliance (NDWA-PA), Philly Black Worker Project, El Comit\u00e9 de Trabajadorxs de Restaurante, and other worker advocacy groups. The Act strengthens employer accountability under local worker protection laws and provides remedies for workers who face retaliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Sheller Center for Social Justice, along with Community Legal Services (CLS), helped to draft the legislation in collaboration with a novel legislative drafting committee formed by NDWA-PA that included lawyers, organizers, worker leaders, and council staff. Beyond the bad actors list, the city has provided <a href=\"https:\/\/www.phila.gov\/2025-11-17-grant-award-announcement-office-of-worker-protections-community-outreach-and-education-fund\/\">$80,000 in funding<\/a> to community partners to engage in outreach and education to workers.
