Event Description
On Tax Day, Phyllis W. Beck Chair in Law Richard Winchester, an Associate Professor at Seton Hall School of Law and visiting Temple Law School tax professor, will discuss his 2023 paper, “A Simple Tax Case Complicated by Race.” Scholars and policymakers have begun to consider the racial inequities that are imbedded in the U.S. tax system. Most research addresses the racially inequitable design of the tax code or some of the racially inequitable practices that the I.R.S. employs to administer the code. However, virtually no scholarship discusses the role of the courts. This article addresses that omission by using a little-known case to show that judges are not immune from allowing race to affect their judgments in tax cases and the ramifications that follow when they do so. The case involves the white builder of a segregated Black community in New Orleans called Pontchartrain Park. Professor Winchester will discuss this case in his lecture, which is open to the public.

Richard Winchester
Phyllis W. Beck Chair in Law
Richard Winchester is an Associate Professor at Seton Hall School of Law. He is visiting Temple Law School as the Beck Chair in Spring 2024.
Professor Winchester is a national authority on small business and federal employment tax policy. Congressional Reports frequently cite his work, giving him an influential voice in contemporary tax policy debates. The University of Carthage hosted him when he was a Fulbright Scholar in Tunisia a year after the country gave birth to the Arab Spring. His work and expertise in the tax field has earned him admission to the National Academy of Social Insurance and the American College of Tax Counsel. Seton Hall Law recognized his excellence in teaching in 2022 by naming him Faculty Teacher of the Year.
Before entering legal education, Professor Winchester spent ten years as a corporate tax planner, helping privately owned and publicly traded companies structure their business operations and financial transactions. He ended his time in practice as an international tax attorney in the national tax office of PWC, where he advised both U.S. firms investing abroad and foreign firms investing in the U.S. He began his legal career as a law clerk for Chief Justice Robert N.C. Nix, Jr. of the Pennsylvania Supreme Court. Professor Winchester is a graduate of Yale Law School, where he was editor-in-chief of the Yale Law & Policy Review. He holds a B.A. from Princeton University in its School of Public and International Affairs.
More than a legal scholar, Professor Winchester is an award-winning baker and a masters-level ocean swimmer with several age group awards to his credit.

The Phyllis W. Beck Lecture is delivered by a Visiting Professor who has been appointed to the Phyllis W. Beck Professorship in Law Chair.
The Beck Chair was established through the support of the Independence Foundation for the purpose of bringing to the faculty notable leaders or outstanding scholars in law or a field related to law. Beck Chair appointees typically teach, engage with the law school community, and deliver the Beck Lecture during their tenure.
